Why didn't Mike Tomlin challenge Larry Fitzgerald's first touchdown.ball was never in full control b4 nose hit?

i recorded the game and have watched the catch over and over. larry never had full (emphasized) control of the ball before the nose of the ball hit the ground and then it bobbled around in his legs further verifying his lack of control. No TD!
