Was Brett Favre not on the top 10 list of greatest NFL players because he threw too many interceptions?

It would help if we know who was on the top ten list, especially QBs. Favre would definitely make a top 10 QB list but if I was going to rank top 10 NFL players, Favre wouldn't make it, not just because of the interceptions. Favre just played for a long time, he has always been inconsistent, at times it has seemed he does not like being ahead. I think he suffers from an addiction to the thrill of last minute victory. He always has and probably always will, makes him exciting to watch but frustrating if he is your QB.
